Especially if they hold leadership roles and are morally corrupt, not firing such individuals can do immense damage to the company and employees, and I've seen that happen too in companies with soft cultures. Between harsher, business is business culture like Amazon and Microsoft vs. the soft, let-assholes-stay culture, I'd take the former any day.
